International Competition of Rifle, Pistol and Running Target shooting 
31 May – 02 June 2013 Elva, Estonia

Elva Shooting Sports Club,  Estonia invites all shooters from international shooting environment and their team leaders (included but not limited  - Latvia, Lithuania, Finland, Sweden, Norway, Germany, Denmark, Poland, Ukraine, Belarus, Russia)  to the international shooting competition - Baltic Cup 2013.

The competition will be held in Tartu Health & Sports Center shooting range.

The competition is held in between national teams and individual shooters.

Goal of the competition:
Popularization of the target shooting in the States of the Baltic Sea and Nordic countries.
Development of relationships and competition at international level.

Tartu Health & Sports Center shooting range in the southern part of Estonia.

Weapons and equipment control is held every competition day from 07.30.

Results and evaluation:
The winner in each event gets so many points which are equal to number of participants in one of the events with maximum number of shooters.
The 2nd, 3rd and other places’ points depend on shooters' quantity in the event.
There will be formula for each event to calculate points for each shooter.
Px – points for shooter in place X M – max quantity of shooters in one of the events = points for the 1st place in all events.
N – number of shooters in the concrete event S – value of step for the concrete event S= M/N (number of shooters in one of the events’ with max quantity of participants divided with number of shooters in concrete event).
Step will be calculated with hundredth (2 numbers after point).
P2= M-S P3= M-2S P4= M-3S
Value of the step in each event will be different, according to amount of participants in concrete event.
The last place in each event gets 1 point.
National team’s result consists of points got from 16 shooters' points irrespective of event and sex.
The competition is an individual and the number of participants is not limited.

Each nation can start with unlimited shooters in each event, but only 3 shooters, appointed until 30th of May, make points for the team.
After the competitions 16 best results of the competitors will be summed up and according to this the national ranking list will be published and hte perpetually passed cup would be granted.

Participants must be born under the year 1999.
Separate reckoning for shooters of age 50 and older (veteran classes).
No final shoot offs for 50m running target shooting (.22LR).
No final shoot offs in rifle and pistol disciplines in the veteran classes.

Rules:
The competition will be conducted in accordance with the ISSF Official Statutes, Rules and Regulations and ESC Statutes and General Regulations.
The competition organizing committee reserves the right to change the competition instructions, when changing the ISSF General Rules and Regulations.

Shooting ranges:
The  Tartu Health & Sports Center is located at 2 km from  Elva, 26 km from Tartu and approximately 209 km from Tallinn International Airport.

Tartu Health & Sports Center shooting complex has:
• 25 m shooting range, pistol cal .22LR: 6 groups with 5 targets
• 50 m shooting range: 42 targets
• 50 m shooting range Final shooting: 10 targets – Sius Ascor
• 10m Running target shooting range:
   2 devices – Megalink electronic devices and scoring systems by VS10-service Oy
   from Finland
• 50m Running target shooting range: 1 device – Megalink   electronic
   scoring system from Finland

Shooting targets:
In following events there will be used paper targets:
• 50m rifle/ pistol
• 25m pistol (.22LR)

In following events there will be used electronic targets:
• 10m Running Target shooting + Final shooting using Megalink electronic devices
   and scoring systems by VS10-service Oy
• 50m Running Target shooting using Megalink electronic scoring system
• 50m Rifle Final shooting using Sius- Ascor electronic targets
• 50m Free Pistol Final shooting competition using Sius Ascor electronic targets

Entry fees:
Entry fees are individual/ per event 10 EURO
Entry fees must be paid before 01st May 2013 to the competition organization committee bank account (see also: Bank details).
All the costs - travelling, customs, entry fee and accommodation are from the national shooting sport federation budget.
To minimize the workload we ask all Estonian shooters to pay their fees via their clubs.

Awards:
Victory medals for the 3 best shooters in each event and age category.
Best country team gave the challenge cup – Baltic Cup.

Firearms and ammunition:
All Nations must submit a separate firearms and ammunition form for each shooter.
Travelling to Estonia from EU membership country require only a European Firearms pass.
Transportation of air weapons (.177) in Republic of Estonia is free.

Firearm and ammunition storage:
Gun storage for firearms, equipment and ammunition will be provided at the The Health & Sports Center of the county of Tartu as well as at shooting range.
The shooters will not be allowed to carry their Firearms to the hotel and camping rooms.
A storage space will be provided also for equipment bags at the shooting ranges.

Ammunition:
All Rifle and Pistol participants must bring their own ammunition to the competition.

Transport:
It is possible to order a separate tour bus (max 55 seats) in route Tallinn – Elva - Tallinn.
9 or 16- seat minibuses rental option in Tallinn is also avaible.
Car rentals are available in Tallinn.
Passenger Bus service is available by prior arrangement with us in Tallinn driving to Elva and back to Tallinn.

Accommodation:
Accommodation is in the competition area in the main building and camping site, which is located next to the shooting range.

One place in a small house room 9 EUR
Two-bed camping house 30 EUR Four-bed camping house 44 EUR
Triangle camping house (four persons) 32 EUR
Camping, per person 3 EUR Sauna and rest room for up to 12 people (min order 2 hrs) 1 hrs/ 15 EUR
The storage of weapons (one) box 1.50 EUR

Food & beverage service:
An excellent food service as well as drinks and snacks will be available daily in the Competition area the The Health & Sports Center of the county of Tartu in the shooting range.
A lunch service in the shooting range accepts payment just in cash.
A variety of restaurants and shops are located at the hotels in Elva and in the nearby areas within walking distance (2 km).

Visas:
European Union Nationals will be able to enter to Estonia with a valid Passport or Identity Card.

Weather:
The competition time is in the late spring. The temperature is about +12 Celsius to +22 Celsius.
